I am directed by Earl Granville to transmit to you copies of
the correspondence noted in the margin which has passed between the French Ambassador in London and this Department in regard to the views of Her Majesty's Government on the subject.
Yesterday a copy of a telegram sent to Her Majesty's Representatives in China and Japan is also inclosed herewith in which it is stated that Her Majesty's Government are prepared to recognize the Blockade of the Formosa as a Belligerent Blockade and that so long as it is confined to a particular locality and neutral ships are not interfered with on the high seas, they will not use a Proclamation of neutrality, but will limit their action to the strict enforcement of the Foreign Enlistment Act.
I am to request that in laying this letter before the Earl of Derby you will move him to cause the necessary instructions in this matter to be issued to the Colonial Authorities of Ceylon, the Straits Settlements and ...
